2027 SEASON

Grand Palms RV Resort is privately owned. These Terms & Conditions are designed to support the safety, welfare, and enjoyment of our seasonal camping community. Respect for others is expected at all times. These Terms take effect upon signing this contract.

These Terms & Conditions and other references are available under Members Only on the GP website. The password changes annually.

Definitions

• “Arrival Date” means the first overnight date that the camper arrives to GP
• “Management” means the owners, officers, Manager, or other agents of the resort
• “Grand Palms” and “GP” means Grand Palms RV Resort
• “RV” means the recreational vehicle (travel trailer, motor home or park model) or camping unit that will be occupying the assigned campsite
• “Resident,” “Site Holder,” and “Member” mean the person or persons leasing the site from the Resort and on contract
• “Resort” and “Property” mean Grand Palms RV Resort or the physical property
• “Seasonal Lease Agreement” and “Seasonal Agreement” and “SLA” mean the lease agreement between Management and the Resident
• “Site” means the physical property that the resident is leasing
• “Ts & Cs” means Terms and Conditions

• Enforce GP Terms & Conditions and help residents understand these standards.
• Provide secure and comfortable conditions for residents.
• Provide residents with timely access to Management.
• Provide professional and helpful assistance through GP employees.
• Be professional, honest, and forthright in communications with residents.
• Promote a respectful community.
• Stay true to our mission “Home Away From Home”

Residents' Responsibilities

• Ensure you and your visitors follow GP Terms & Conditions.
• Enjoy and protect Grand Palms RV Resort property.
• Register all guests in accordance with Section 19.
• Provide the office with licence plate numbers for your vehicles and trailers.
• Be considerate of your neighbours and avoid disrupting others.
• Keep your financial account current.
• Bring concerns or questions privately to Management rather than spreading gossip or misinformation.
• Whenever appropriate, attempt to resolve minor issues respectfully with your neighbour before involving Management.
• We live in close quarters. Respect your neighbours at all times.
• Report safety concerns or issues that may negatively affect the GP community to Management.
• Enjoy all that Grand Palms has to offer.
• Complete and sign the Terms & Conditions online.

1. Personal Liability

• Grand Palms RV Resort, its officers, and employees are not responsible for injury to residents, guests, invitees, or licensees, or for loss or property damage caused by fire, theft, accident, or Act of God. Residents are responsible for maintaining appropriate insurance for themselves, their RV, personal property, motorized vehicles, and related risks. Proof of insurance is not required by GP, but residents must be insured.
• Any damage alleged to result from Grand Palms’ actions must be reported in writing within 7 days. GP’s liability is limited to the insurance deductible or actual repair cost, whichever is less.

2. Seasonal Lease Agreement (SLA)

• The regular seasonal residency period runs from noon on the Friday of May Long Weekend through September 30.
• The Seasonal Agreement is renewable annually. The 2027 seasonal prices shown below include GST and the occupancy taxes charged by the RM.
• Site holders approved for renewal must pay a $1,000 non-refundable deposit by September 15, applied toward the following season’s rent. The remaining balance is due May 1. If a site is rented after September 15 but before May 1, the $1,000 deposit is due at registration. If rented after May 1, the full seasonal amount is due at registration.
• Payment 1, due September 15, 2026, is $1,000 and is applied directly to the principal of the seasonal fee, whether the site is Regular or Premium. Payment 2, due May 1, 2027, includes the remaining amount owing plus GST calculated on the full seasonal amount:
  Regular: $2,540 plus $177 GST on $3,540 = $2,717.
  Premium: $3,040 plus $202 GST on $4,040 = $3,242.
• If the $1,000 deposit is paid for the following year, the Member may continue using the site and facilities after September 30 until the gates close at noon on Thanksgiving Monday, weather permitting.
• If the $1,000 deposit is not paid by September 15, the trailer must be removed from GP property by October 1. GP will audit this by September 30.
• If the $1,000 deposit has not been paid and the trailer remains on GP property after October 1, GP reserves the right to move the trailer outside the locked gate with no liability, as permitted by this Agreement and applicable law.
• GP reserves the right to adjust deposits and seasonal rates each year to reflect changes in insurance, taxes, wages, contracted services, utilities, and other operating costs.
• GP charges a garbage disposal fee of $100 plus GST per site per year.
• NSF cheques are subject to a $40 fee.
• Credit card payments for seasonal sites are subject to a 3% finance charge. Online bank payments made through Firefly are subject to a 0.08% bank charge.

IMPORTANT PAYMENT PLAN NOTE
Once you sign up for the Payment Plan, you are committed to the full Payment Plan amount, including all financing fees. If any scheduled payments are missed, the full remaining balance, including applicable financing fees, must be paid no later than May 1, 2027.

Automatic payments will be withdrawn from the credit card on the same date of each month as the first payment, from October through April. Your first payment starts the payment cycle. The site will be fully paid by the May 1, 2027 deadline. The finance fees shown above include the 3% credit card charge.

• Each site includes 30-amp hydro (50-amp upgrade available), a 500- or 750-gallon septic tank, water hookup, an approved fire pit, and a picnic table.
• Approved site upgrades and additional services are subject to the following charges, plus GST:

• Each site includes a septic tank. The site holder is responsible for having it pumped when needed at the following rates:

• Satellite dishes must remain within site lines and be mounted on a post or the RV. Mounting to trees is not permitted.
• When your site is not in use, please turn off unnecessary hydro-consuming appliances, including outdoor lights and air conditioners.
• GP reserves the right to issue a fine of $50 per infraction of these Terms & Conditions. Examples include speeding, blocking roads, and other safety-related infractions.
• GP will conduct a manual annual audit to confirm that all extras are accounted for on every seasonal site. GP will announce the annual audit before it begins. GP reserves the right to enter sites during the announced audit to count extras such as fridges, hot tubs, and other additional items. Reasonable notice will normally be provided before GP enters a site or inspects a building, except in an emergency, when there is a safety concern, or when GP reasonably suspects a violation of these Terms & Conditions. The audit may occur at any time during the season. GP may contact you regarding any extras that have not been declared for your site. You will be responsible for paying all applicable charges for any extras identified during the audit that were not previously declared.

3. Termination of Seasonal Lease Agreement (SLA)

• For late payments, arrears, and non-payment consequences, see Section 4: Late Payments & Non-Payment.
• Failure to comply with these Terms & Conditions may result in termination of the SLA. GP generally uses a 3-strike process for matters such as noise violations, nuisance complaints, improper septic maintenance, disorderly conduct, or cutting live trees. A first incident may result in a warning, a second in a second warning, and a third may result in termination. Upon termination, all site contents must be removed within 30 days. If they are not removed, GP reserves the right to sell and/or dispose of remaining belongings as permitted by this Agreement and applicable law.
• Illegal activity, including illicit drug use or sales, theft, or vandalism, may result in immediate eviction without refund. This also applies to registered occupants and visitors.

4. Late Payments & Non-Payment

• All seasonal fees and other amounts owing to GP must be paid by their applicable due dates.
• GP reserves the right to charge a late fee of $25 per day on any overdue balance, for a maximum of 30 days.
• If the outstanding balance remains unpaid after 30 days, GP reserves the right to terminate the Seasonal Lease Agreement (SLA) and require the site holder to vacate the park.
• Following termination, the site holder will have 30 days to remove their RV, belongings, and other property from the site, unless GP requires earlier removal under another provision of this Agreement.
• If the RV and/or belongings are not removed within the required time, GP reserves the right to move the RV and belongings from the site, including relocating them outside the park, in accordance with the other applicable provisions of this Agreement.
• The site holder will be responsible for any costs associated with moving or removing the RV and belongings.
• GP assumes no liability for loss or damage resulting from the relocation or removal, to the extent permitted by law and as provided elsewhere in this Agreement.

5. Refunds

• No refund will be issued if GP terminates an SLA.
• No refund will be issued if a site holder ends their SLA.
• Site holders are responsible for their guests and their behaviour.

6. Selling Seasonal Agreement and Site Contents

• Notify GP before selling your site contents or trailer.
• GP must interview and approve a potential buyer before the sale is finalized.
• To transfer an SLA, complete the Transfer of Ownership form and pay the $220 exit fee online.
• Any time a Member leaves GP for any reason, they must purchase the $220 Exit GP item through their online account to cover administrative processing, the final septic pump, and related exit costs.
• A bill of sale must be provided to GP.

7. Garden & Dog Park

• Maintain your garden plot by keeping it free of weeds and watering it as needed
• Follow Dog Park hours posted on the fence - respect all dogs

8. Site Occupancy

• One RV is permitted per site. Approved additions, including sheds, guest rooms, outdoor kitchens, and decks, are governed by the site-improvement requirements in Section 15.
• RVs more than 10 years old require GP approval before an SLA is issued.
• GP may inspect buildings on a site. Reasonable notice will normally be provided, subject to the emergency, safety, and suspected-violation exceptions stated in Section 2.
• Friends or Family may occupy the RV in the site holders’ absence and must co-ordinate this occupancy with GP Management in advance.
• No renting of your site or trailer is allowed on GP grounds.

9. Removing Buildings from Sites

• If you need to remove your RV or another structure from your site, please do so when fewer people are present, such as during the week when possible. GP has machines available for hire if assistance is required.

10. Parking

• The site holder must park all vehicles within their site. Parking is not permitted on any street when it narrows the roadway. No parking in empty sites is allowed. Additional parking is available in the front parking lot. Parking infractions are subject to the $50-per-infraction fine set out in Section 2.

11. Septic Tanks

• Every site has its own 500-gallon or 750-gallon septic tank.
• Pumping the septic tank is the resident’s financial responsibility. All orders must be placed through the online store early in the week. No pumping is available on weekends. No other septic pumping company is permitted on site unless approved by GP.
• At the end of the season, it is the resident’s responsibility to leave a plastic septic tank approximately 3/4 full so it is not forced out of the ground during the winter freeze-and-thaw cycle. If this requirement is not followed, repairs, including returning the tank to the ground in spring, will be completed at the site holder’s expense. Concrete tanks may be empty or left no more than 3/4 full for winter because, unlike plastic tanks, they do not rise when empty and may crack if they are too full and freeze over winter.
• Please leave sufficient space for the septic employee to drag the hose and walk to the tank without interference.

12. Noise

• Grand Palms asks all campers to respect Quiet Time from 11:00 p.m. to 8:00 a.m. every day. See Section 3.
• No large boom boxes are permitted, as they can be very disruptive to others. Excessive or disruptive music, television, or other noise is not permitted at any time. Please turn off bass or keep it very low, as it echoes throughout the resort.
• Please do not allow your children to bounce balls after 6:00 p.m. as this echoes through the streets and campers. The ‘tin-can’ effect.

13. Winter Use

• Grand Palms allows RVs to be left on site in the off-season. Site holder may make arrangements with Management to go to their site during this time. Note:  Access is not guaranteed after the park is closed outside of regular seasonal hours as there is no snow removal on site (snowshoes help in the winter for walking in deep snow)

14. ATVs or Other Off-Road Vehicles

• Grand Palms permits ATVs and golf carts to be used in the Resort. All road signs, speed limits, and applicable Manitoba laws must be followed. GP accepts no liability for their use.
• GP property and roads are considered the same as a highway according to law.
• Grand Palms provides no insurance coverage for accidents involving motorized vehicles on the property. Residents must comply with Manitoba law and ensure that anyone from their site who operates a motorized vehicle is covered by the appropriate insurance policy.
• No riding is allowed on 1st Street. It is an overnight camping road with many children walking in the area.
• The registered owner of an ATV or off-road vehicle is responsible for any damage or injury caused by that vehicle anywhere on the property.
• Please follow the speed limit. No riding is permitted in ditches, on grass, or through trees.
• We ask that appropriate headgear be worn, especially by young drivers.
• Keep all driving to a minimum after 6:00 p.m.
• THERE IS TO BE NO DRIVING AFTER DARK. except very slowly from point A to point B to get home for the night.
• After 6:00 p.m., riding is not permitted on residential streets (Roads 1–9), including the overnight sites. Vehicles may be operated only on the three main roads and at the front of the resort, subject to the prohibition on driving after dark.
• If your machine is loud and there are complaints, you will be asked to park it if it is disturbing other residents. If you realize your machine is loud then keep your riding in the resort to a minimum, always taking the shortest route out of your site and shortest route in, driving as slow as possible
• Please note children under the age of 14 cannot legally operate off-road vehicles unless accompanied by an adult (18) or parent
• GP strongly recommends that all site holders attend any safety courses that GP offers. These courses are free of charge
• Violations of ATV rules are subject to the $50-per-infraction fine set out in Section 2. Depending on the severity and frequency of the violations, GP may also require you to park the machine for a specified period, prohibit you from operating any machine at GP, or impose a combination of these measures.

15. Site Maintenance

• Each resident is responsible for maintaining a neat and clean appearance of their site, yard, and fence.
• Tarps over RVs or other structures on a site are prohibited unless used during the storage season or for roof repairs.
• No open storage is allowed. If personal property is stored under the RV, adequate skirting must be installed
• Management reserves the right to clean sites and assess the related costs to residents if sites are not maintained, clean, and weeded.
• Site beautification is encouraged
• Grand Palms insurance policy does not allow tools or equipment to be loaned from the resort
• Washing cars, ATVs, dirt bikes, or golf carts, as well as oil changes and vehicle repairs, is not permitted on resident sites.
• Any live tree removal must be approved by GP Management. If a tree is dead, please consult Management before removal.
• All site improvements and buildings require a simple drawing showing all dimensions to be submitted to GP Management for approval before construction begins.

16. Garbage Collection

• Residents must take trash to the garbage station and place it in proper garbage bags inside the bins. Do not leave garbage outside the enclosure, as this attracts animals.
• The blue bin is strictly for plastic bottles and cans until we have this initiative fully operational. Cardboard must be put in the cardboard bin beside the garbage bin
• Furniture, fridges, stoves, microwaves, mattresses, and glass windows must not be placed in GP garbage bins or left on GP property; these items must be taken to the transfer station. A violation is subject to the $50-per-infraction fine set out in Section 2, plus any applicable disposal or cleanup costs.
• Always ensure the garbage enclosure doors are closed once you have dropped off your garbage

17. Children and Youth

• Children and youth must not be left on their own. Parents must not leave the campground unless appropriate adult supervision has been arranged.
• Residents are responsible for the care and actions of their children and youth, and/or any children/youth left in their care
• Foul language is not permitted in common areas, including the pool, splash pad, playground, public bathrooms, volleyball area, and store area.
• Please ask children to keep their hands to themselves and not instigate conflict with another child. If these guidelines are not followed and the issue continues, the child may be asked to refrain from using amenities or to be accompanied by a parent or legal guardian until the issue is resolved.
• Destructive or abusive behaviour by children or youth will not be tolerated and may result in the child or youth being banned from the resort or in termination of the resident’s SLA.
• Curfew for children/youth is 11:00 p.m. No loitering or bike riding after 11:00 p.m. Children/youth must be at a designated campsite and under adult supervision. Violators of this rule will be returned to their parents or those responsible for their supervision. Frequent violations will not be tolerated and may result in being banned from the resort. All children/youth deserve to have a great experience. We encourage all of them to get along and work things out together.

18. Alcohol, Cannabis Use, and Smoking

• Alcohol and cannabis are permitted on the Resort in accordance with the laws of Manitoba. Children under the age of 18 are not permitted to consume alcohol or cannabis on the resort property.
• Drunken, disruptive, and/or disorderly behavior will not be tolerated at any time
• Smoking is permitted, but as a family resort, GP requires residents and guests to be considerate of neighbours and move away from others when smoke or odour is bothersome.
• Please avoid frequent or constant smoking at your site and choose smoking areas away from neighbours and common gathering areas, as residents should not be regularly exposed to smoke or other strong scents.
• Dispose of cigarettes properly. Do not discard butts anywhere on resort property.
• Smoking and vaping are not permitted in green spaces, bathrooms, the laundromat, playground, store, pool area, or any enclosed Grand Palms building.

19. Guests

• Every guest must be registered with their name, the site number they are visiting, and their vehicle licence plate, either in the store or online under Members Only. Guest vehicles must be parked outside the gate unless there is room at the site being visited to park completely off the road. Guest vehicles may not be parked on another empty site.

20. Video Surveillance Camera

• Video surveillance is used at the entrance/exit gate, store, playground, and other locations to help protect residents and guests and deter theft, vandalism, and other offences.

21. Street Safety

• The resort-wide speed limit is 15 km/h and applies to all vehicles, including off-road vehicles, e-bikes, and scooters.
• Please register your vehicle licence plate number and site number with the front office.
• Every ATV, golf cart, side-by-side, or other machine must have a registered sticker identifying its owner in case of an infraction. Stickers can be purchased through your online account on the website.

22. Fireworks and Firecrackers

• Fireworks are not permitted at GP unless the display is hosted by GP or GPEC.

23. Pets

• Pets are welcome at GP.
• All pets must be on a leash at all times, and owners are responsible for cleaning up after them. After two warnings for a pet being off leash, you will be asked to keep the pet off GP property for two weeks, except when the pet is in the dog park or on your fenced site.
• Dispose of pet waste bags in the garbage; do not leave them beside sites.
• Pets are not permitted in green spaces, including the playground, play structure, or pool area, nor in campground buildings or the store. The designated dog park and a resident’s fenced site are exceptions.
• Barking dogs, or dogs that are the subject of complaints, will be addressed by Management.
• If children are walking the dog, make sure they are in complete control of the dog
• Residents who cannot contain their dogs from disturbing other dogs, or dogs that are deemed to be dangerous to the well-being of other residents will be asked to remove their pets from the resort
• Members who violate the pet rules are subject to the $50-per-infraction fine set out in Section 2.

24. Commercialism

• Please notify Management of solicitors on the property, as GP is a solicitor-free environment.
• Commercial sales representatives may not hold public demonstrations without Management approval.
• Any sales table must be approved by Management. This includes all children’s sales (e.g., juice, cookies, etc.).

25. Laundry

• Please follow all posted instructions for operating laundry equipment and caring for the facility.
• Promptly remove your laundry so others may use the equipment. Leaving laundry unattended is at your own risk of loss or damage
• Please do not dry shoes, sandals, or clothing with heavy or sharp objects in the dryers. Also do not put anything with sand directly in the dryers without shaking the sand out

26. Amenities/Facilities

• Amenities operate on seasonal and weather-dependent schedules.
• GP may close any facility without notice due to weather, health, or safety concerns.

27. Firewood and Fire Pits

• All fires must be controlled and contained in the fire pits provided for that purpose.
• Only firewood may be burned in fire pits; burning debris is prohibited.
• Fires must never be left unattended at a campsite.
• All firewood must be purchased from Grand Palms Resort

28. Pool and Splashpad

• Follow all posted pool rules.
• The Pool and Splash Pad are for campers only and operate on a first-come, first-served basis.
• Do not handle resort equipment such as pool cleaners, hoses, or heat controls.

29. Miscellaneous

• Residents may use only designated electrical outlets at the pedestals at their rented site. Outlets located in other areas of the resort are not for public use
• Littering is strictly prohibited anywhere at GP Resort and is subject to the $50-per-infraction fine set out in Section 2. Cigarette butts must be placed in proper receptacles.
• Vandalism or theft of campground property will not be tolerated. This includes graffiti or other damage to picnic tables, structures, buildings, septic tanks, or pedestals. Public urination is prohibited.
• No permanent footings or large trees may be added to a site. The seasonal tenant is responsible for the cost of repairing damage to water lines, electrical service, or the septic tank caused by digging or driving over them.
• GP reserves the right to host private events
• Please maintain a welcoming and inclusive attitude toward others and require the same of your children. GP has a zero-tolerance policy for bullying.
• Please speak with Management if you see ongoing behaviour that you believe is not aligned with a family-oriented resort
• All GP charges are subject to GST.
• Please notify Management if you never want any photos of you or your family posted anywhere online or for advertising purposes promoting GP. If you have not requested this, GP may post photos of your family on social media.

30. Pool Rules

• No lifeguard is on duty. Swim at your own risk.
• Children under the age of 12 shall not be in the pool or pool deck without an adult (older siblings are not acceptable)
• Anyone with a communicable disease or open sores must not enter the pool.
• No food or glassware is permitted in the pool or on the pool deck.
• No diving or running is permitted in the pool area.
• No boisterous or rough play is permitted in the pool or on the pool deck.
• No tossing balls (including footballs) in the pool or pool area.
• No urinating in the pool.
• Do not sit, stand, or swing on the pool rope; it is not a toy.

31. Oasis Rules

• Pool Rules also apply to the Oasis, except food is permitted around the Oasis.
• No entry is permitted into the Oasis after posted Oasis hours (TBD).
• Entering the Oasis after hours may result in eviction due to the significant safety risk.

Assumption of Risk

Recreational facilities and activities, including pools, playgrounds, the splash pad, bike riding, ATVs, and other activities, involve inherent risks such as changing weather, equipment failure, collisions, and unsafe use. Residents and guests use GP facilities at their own risk. Management may address violations of these Terms & Conditions as part of its responsibility to the community. Disregard for rules, Management, staff, or others may result in termination of the Seasonal Agreement. Management may also terminate an Online Contract Application before camping dates if these Terms & Conditions are not being met.
